Taking place in the Director's meeting room on Tuesday, 24 May 2022, monitoring and evaluation of the 2022 budget performance was conducted, attended by the KPPN Ketapang Monev team and the financial management team of Politeknik Negeri Ketapang (Ketapang State Polytechnic). The Director welcomed the arrival of the KPPN Ketapang monev team and expressed appreciation for the advice and input provided regarding the management of activities and budget.

Meanwhile, Mr. Suhendar, Head of the PDMS Section (Fund Disbursement and Work Unit Management) of KPPN Ketapang, presented several points regarding IKPA, which is an indicator established by the Ministry of Finance as the BUN (State General Treasurer) to measure the quality of budget execution performance of State Ministries and Agencies. IKPA serves as a monitoring and evaluation tool for budget execution provided by the Directorate General of Treasury and integrated into Online Monitoring (OM) SPAN, functioning as a metric that reflects work unit performance in budget planning quality, budget execution quality, and budget execution outcome quality.

Suhendar added that the IKPA in the 2021 fiscal year consisted of 13 indicators focusing on 4 aspects: alignment of planning with budget execution, compliance with budget execution regulations, budget execution efficiency, and budget execution effectiveness. In this 2022 fiscal year, an evaluation of IKPA achievements was conducted to facilitate a paradigm shift in budget execution performance assessment, moving from a focus on enhancing governance in budget execution to focusing on improving spending quality supported by spending acceleration and output achievement to contribute optimally to economic outcomes and public welfare. This shift was subsequently realized in the form of the 2022 IKPA Reformulation.

The 2022 IKPA Reformulation is a revision of the budget execution performance evaluation procedures through sharpening the quality spending paradigm while maintaining budget execution governance. The objective of the IKPA reformulation is to support quality spending by strengthening value for money in budget execution performance evaluation, encouraging spending acceleration and output achievement, and establishing fair treatment (fairness treatment) in performance assessment for Work Units, Echelon I, and Ministries/Agencies, particularly based on budget allocation and expenditure characteristics.

The Director encouraged the improvement of Human Resources in the management of activities and budgets to enhance the budget performance of Politeknik Negeri Ketapang.
